٨٨٢٣ - أَخْبَرَنَا يَحْيَى بْنُ عُثْمَانَ قَالَ: حَدَّثَنَا بَقِيَّةُ، عَنْ شُعَيْبٍ قَالَ: أَخْبَرَنِي الزُّهْرِيُّ، عَنْ سَالِمِ بْنِ عَبْدِ اللهِ، عَنْ عَبْدِ اللهِ بْنِ عُمَرَ، أَنَّهُ سَمِعَ النَّبِيَّ صَلَّى اللهُ عَلَيْهِ وَسَلَّمَ يَقُولُ:

«كُلُّ رَاعٍ مَسْؤُولٌ عَنْ رَعِيَّتِهِ، الْإِمَامُ رَاعٍ وَمَسْؤُولٌ عَنْ رَعِيَّتِهِ»
